Why aren't murderous gangs and hate organizations included in the Global war on TERROR?

Real simple. If a gang terrorizes a neighborhood, or when citizens are terrorized by supremacy, extreme organization, who does not believe in the extension of liberty to ALL, and they terrorize and intimidate using violence that may times results in murder, then why aren't they also included in the war on terror?
