Is a -12*F windchill likely to delay or cancel school?

Tomorrow morning, the actual temp. is predicted to hover around 3-4*F, but the windchill will be -12*F, due to 10-15 mph winds (stronger in some areas of the district, esp. on the hill where I live). Is there some formula that is used to determine whether conditions are safe for kids to be out waiting for buses? I go to school at Westhill HS, in Syracuse (Central NY) if that matters, Thanks :)
